The controversial UG Amendment 2021 was passed in the National Council on March 24, 2021, however, the Federal Council objected in its session on March 30, 2021. Thus, the amendment cannot enter into force for the time being.
After the commenting procedure (more than 500 have been received by the National Council), some amendments have been withdrawn, but the problematic basic tendency of weakening autonomy and constitutional concerns remain. In particular, the right of initiative and directive competence of the rectorates regarding curricula as well as the position of a*s*s appointment representative of the rectorate are introduced. The periods of office for members of the Senate and the Working Group for Equal Treatment Issues will be limited to four consecutive periods of office. For students, a minimum study performance of 16 ECTS credits and a two-year lockout period will be introduced. The science spokesperson of the Green Party Eva Blimlinger noted, among other things, in the Science Committee that the UG Amendment 2021 provides a solid basis for further far-reaching changes. The Senate will therefore vehemently continue the education policy discussion and place it permanently.
