Fire Protection & Safety Regulations:

Introduction
§ 1  The following Fire Protection and Safety Regulations provide members of the Mozarteum University Salzburg with important behavioral instructions to ensure safe University operations, to avoid endangering health and property, and to prevent damage and fires, as well as on how to behave in the event of a fire or other disaster.
§ 2  The Fire Protection and Safety Regulations are official instructions and must be strictly observed. It is expressly pointed out that failure to comply with this regulation may, under certain circumstances, result in legal consequences.

Responsibility and authority
§ 3  (1) The Rector is responsible for ordering fire protection and safety measures, and he/she shall assign the fire protection officers to implement and monitor them. In addition, the heads of the institutes shall appoint fire prevention officers for their area of responsibility. All fire safety instructions issued by these persons are to be followed immediately.
Furthermore, they shall be informed of any deficiencies in the area of fire safety.
(2) At the Innsbruck Expository, all rights and duties of the Rector arising from these Fire Protection and Safety Regulations shall be incumbent upon the Vice-Rector for Innsbruck.
§ 4  The persons named in § 3 para. 1 are responsible for monitoring and complying with the officially prescribed fire protection measures, general fire prevention and the provisions of these Fire Protection and Safety Regulations.
§ 5 The scope of application of these Fire Protection Regulations covers the entire Mozarteum University Salzburg, including all annexes and the Innsbruck Expository.
§ 6  All members of the Mozarteum University Salzburg are obligated to contribute to the maintenance of order and safety concerning fire protection.
§ 7 Urgently required fire protection and safety measures shall take precedence over all other official duties.

General Provisions
§ 8  (1) Vehicles may be parked in the area of the Mozarteum University Salzburg only with the express permission of the Central Administration and only in such a way that traffic and escape routes as well as the access of emergency vehicles are not obstructed.
(2) The marked escape routes and other traffic routes must be kept clear in their full width. During University operations, all doors and emergency exits leading to the outside must remain unobstructed or must be openable from the inside.
(3) Fire and smoke doors shall be kept closed at all times, except those with automatic release devices. Self-closing devices shall not be blocked or rendered inoperative.
§ 9  (1) A "CONDUCT IN THE EVENT OF FIRE" notice shall be prominently displayed at each fire extinguisher and on each floor.
(2) The fire and safety regulations shall be posted in highly frequented areas. It shall be reviewed annually for accuracy and completeness and brought to the attention of all instructional and administrative personnel as evidenced.
(3) A fire protection plan in accordance with the "Technical Guidelines for Preventive Fire Protection" of the Austrian Federal Fire Brigade Association TRVB O 121 shall be drawn up for each object.
This plan shall be kept at the main fire department entrance in a clearly visible place and accessible to the fire department at all times. Furthermore, these plans must be available at the locally responsible fire department command and at the fire protection officer of the Mozarteum University Salzburg.
(4) Standardized hand-held fire extinguishers for first aid in extinguishing fires shall be installed in the buildings in sufficient numbers and shall be inspected every 2 years. Defects found in fire extinguishers shall be reported immediately to the fire protection officer of the Mozarteum University Salzburg.
§ 10  An evacuation drill shall be conducted at least once a year. The exercise shall be preceded by instruction of the teaching and administrative staff as well as the students on the correct behavior in case of fire. A report of each drill conducted shall be filed in the fire safety log.
§ Section 11  The Department of Buildings and Engineering of Central Administration shall be responsible for the appropriate placement and maintenance of signs, fire alarm and fire suppression equipment, signs, and other devices pertaining to the safety of the University. These shall not be obscured from view, damaged, removed, or used inappropriately.

Storage of flammable materials
§ Section 12  (1) Highly flammable wastes such as planer's nicks, wood dust, oil- and varnish-soaked rags, etc., shall be stored with special precaution in noncombustible containers equipped with self-closing lids or in rooms suitable for such storage.
(2) The storage of flammable solid, liquid or gaseous substances in inadmissible quantities (observe maximum permissible storage quantities) or in inadmissible places (stairwells, escape routes, attics, near fireplaces, in garages, etc.) is prohibited.
(3) Pressurized gas containers of all types shall be protected from the effects of heat, installed in a stable and easily accessible location. Cabinets for such containers must be well ventilated.
(4) Decorative items for events must be made of at least flame-retardant (B 1), low-smoking (Q 1) and non-dripping (Tr 1) materials (in accordance with ÖNORM B 3800 and B 3820). Excluded from this are decorations on a small scale. Inspection and approval shall be carried out by the fire safety officer, who shall be notified of every event for this purpose.

Smoking, handling open flames
§ 13  Smoking is prohibited outside the smoking areas in all buildings of the Mozarteum University Salzburg. Express reference is made to the provisions of the Tobacco Act.
§ 14  (1) With the exception of workshops intended and equipped for fire work, the use of open fires is prohibited throughout the University. Exceptions for scenic purposes require special permission from the Fire Prevention Officer.
(2) Fire work (welding, cutting, soldering, cutting-off, thawing, etc.) outside the workshops set up for this purpose may be performed only in agreement with the Central Administration and the Fire Safety Officer and in compliance with special safety precautions. Such work shall be performed during non-instructional time whenever possible. A signed hot work permit shall be submitted prior to the commencement of any fire work. The fire safety officer shall be responsible for monitoring compliance with safety regulations.
(3) The storage and drying of flammable items (e.g. clothing, wood, paper, etc.) in the vicinity of fireplaces and exhaust pipes is prohibited. Similarly, storage of junk in attics is prohibited.

Electrical equipment and gas appliances
§ 15  Heating, cooking and warming appliances may be installed and put into operation only with the permission and in accordance with the instructions of the fire safety officer.
Electrical appliances with heating rods or heating coils (e.g. coffee makers, stoves, etc.) must always be placed on a non-combustible base. They must be maintained and operated in accordance with regulations. Electric cooking appliances with open heating wires are prohibited. The installation of private electrical appliances is allowed only with the permission of the Central Administration.
§ 16  Firing residues (ash, slag, etc.) may only be stored in non-combustible containers with just such lids or in safety waste containers.
§ 17  Electrical installations shall be maintained in accordance with the regulations. Any damage or malfunctions must be reported to the fire safety officer and the economics department.
Alterations and repairs may only be carried out by persons authorized to do so. The making of temporary installations is prohibited.
§ 18  At the end of work, all rooms must be put in order and electrical equipment - as far as possible - switched off.
§ 19 (1) Liquefied gas equipment and piping shall be maintained in safe operating condition Connections shall be checked for leaks (soapy water tests at each container change). Liquefied gas containers shall be protected from the effects of heat and shall be placed in a stable position (not below ground level). When work is finished, the container valves shall be closed.
(2) Stationary gas systems shall be inspected periodically by licensed specialist companies.

Behavior in case of fire, behavior in case of fire outbreak
§ 20  (1) In any case, calm and prudence shall be maintained.
(2) The following measures shall be carried out in the order specified: ALARM the fire department and if personal injury is to be feared of the rescue, if necessary evacuation alarm EXTINGUISH (injured or disabled persons are to be rescued from the danger area while sparing their own lives), EXTINGUISH (as far as this is possible without endangering their own safety). (3) If it has already been possible to extinguish a fire by oneself, the fire safety officer shall be notified immediately in any case for follow-up inspection.  § 21  (1) When the evacuation alarm sounds, the building shall be evacuated in an orderly manner. All persons who are in endangered rooms or areas and who are not assisting in firefighting must leave the building immediately and go to the assembly points marked on the Mozarteum University Salzburg site plan. The assembly points shall be published in the Mozarteum University Salzburg newsletter.
(2) Appliances with open flames in workshops and the like shall be turned off immediately.
§ 22  (1) Doors and windows of the fire room shall be closed.
(2) Elevators shall not be used in case of fire.
(3) Access routes and entrances shall be opened to the fire department. The fire department shall be instructed and any missing persons shall be pointed out.
(4) Upon the arrival of the fire department or the police, the responsibility for fire fighting and for the rescue of injured or trapped persons shall pass to the respective head of operations.
(5) The instructions of the emergency personnel must be followed without fail.
(6) If it is not possible to leave the building:

  • remain in a safe room,
  • close doors, seal door gaps if possible, open windows if necessary,
  • make yourself known to the emergency forces.

§ 23  When fighting, observe the following:

  • Direct extinguishing jet at burning objects,
  • extinguish gas flames not with extinguishers but by shutting off the gas supply,
  • remove easily combustible objects from the vicinity of the fire or protect them from ignition by cooling them with water,
  • make room for the activities of the emergency personnel and follow their instructions.

Measures after the fire
§ 24  (1) Affected buildings may not be entered until the fire department has given the all clear.
(2) Rooms directly affected by the fire may not be entered.
§ 25  (1) All perceptions that may be useful in determining the cause of the fire shall be reported immediately to the fire department's incident commander, supervisor and/or fire prevention officer.
(2) The Rector (in Innsbruck: the Vice-Rector) is exclusively responsible for providing information to the public about the fire, possible causes and the course of the fire-fighting work.
§ 26  Used portable fire extinguishers and other extinguishing systems may only be returned to their locations after they have been refilled or repaired and checked by the fire safety officer.

Behavior in the event of a bomb threat or extortion
§ 27  (1) In the event of a bomb or other dangerous threat - most often this will be made by telephone - the Fire Safety and Security Officer and the University Director or Rector (in Innsbruck the Vice-Rector) are to be notified immediately, who are solely appointed to take further action. Under no circumstances should other staff members be informed of the threat. Also, the employee should not leave the workplace until appropriate instructions have been given.
(2) If the threat is made outside working hours, the police (phone: 133) must be notified first and then the porter/guard must be informed of the threat so that he/she can exercise increased caution until the police arrive. *) See Appendix: Behelf für das Verhalten bei Bombendrohungen.
(3) In the event of extortion - regardless of its nature - the wishes of the extortionist must be complied with to the extent that this appears necessary in order not to endanger persons or property. At the first opportunity, the police are to be called in via the University director and the rector or directly.

For students:

  • Open room with student ID (hold ID briefly against the fitting)
  • Practice :)
  • When you finish your reservation, sign out at the exit reader next to the wall with your student ID. Remaining practice time will be credited back.  

For teachers:

How does the electronic locking system work? 
Teachers can open their own room (= room with their own name on the door sign) with the staff card at any time by holding the card against the fitting (above the door handle). The other rooms in the department can be reserved via the room booking website.

How can I lock my room?
Private room (without reservation): Instructors can also permanently unlock their room by holding the employee card to the fitting (above the door handle) for a longer period of time. The fitting must flash three times at intervals of a few seconds. To lock the door again, the employee card must again be held longer at the fitting (above the door handle). If the door handle then goes through empty, the door is locked. This function is called "Office mode".

Other room (with reservation): To lock the room, hold the cards outside on the exit reader (black reader outside next to the door on the wall). 

What about the other rooms in my department?
These can be used with the employee card within the reserved time period after a reservation has been made in the room booking system.  When teachers open a room, it automatically goes into the so-called "permanently open" mode. This means that the room can be opened from the outside at any time. To lock the room, hold the cards outside on the exit reader (black reader outside next to the door on the wall).

Do I have to reserve my own room?
No, this room can be entered at any time. However, in order to ensure that this room is also displayed as "occupied" in the booking system and cannot be reserved by students or teachers, it is recommended that you also reserve this room. Teachers have superior rights over students in the booking system. It is therefore also possible to reserve a room that has been booked by students for practicing. To do this, proceed as follows: -  log in on https://raumreservierung.moz.ac.at with the MOZ access data - select the desired day under the menu item "Reserve" - click on "Search", all rooms available for the selected day are displayed - click on "Schedule" for the desired room - enter the desired time under "From*", the reservation duration under "For*" - click on "Reserve" - if students already have a booking in the selected period, the system prompts you to confirm the cancellation with a short text (e.g. "Class"). - Ready. In this way you can in principle make all reservations - even for your own room.

How can I enter series of appointments?
As soon as a room has been selected, the item "Weekly" appears in the reservation window at the bottom left. If this is checked, an end date can now be set. Now the reservation for this room with the same time and the same day will be entered weekly until the end date automatically.

How do I make the room available again after leaving it?
To make the room available again in the booking system the reservation must be cancelled in the booking system. In case, reservations can also be made by the porter's lodge or the secretary's office. For questions, error messages or suggestions please contact raumreservierung@moz.ac.at.
