In June 1999, a declaration was signed in Bologna by the Education Secretaries of 29 European countries (today: 47 countries, 27 of these EU-countries). This declaration aims at a harmonisation of the national higher education systems: the creation of a European higher education-space.

Main goals:
a) improved mobility of students and teachers
b) improved international competitiveness
c) improved employability
